No Documents, Citizens Will Not Be Able to Exchange Their Driver's License
According to Circular 12/2025/TT-BCA, starting from March 1, 2025, there will be significant changes to the process of exchanging driver’s licenses. Specifically, citizens will not be able to exchange their old license for a new one unless they have the required documents as per the new regulations.
New Requirements for Exchanging Driver’s Licenses
A key change in this circular is that individuals will now need to present their original driver’s license in order to exchange it for a new one. This measure aims to ensure the authenticity of the documents and prevent the circulation of unauthorized licenses. Additionally, those who have unpaid traffic fines will not be eligible to exchange their driver’s license.
New Driver’s License Design
The new driver’s license will feature a pink color, replacing the previous yellow design. It will also include the National Emblem and a QR code for easy access to information. Furthermore, the license will be printed in both Vietnamese and English, making it more user-friendly, especially for international visitors.
